The spillovers in knowledge among largely college-educated workers were among the key reasons for the impressive degree of economic growth and spread of entrepreneurship in the United States during the 1990s. Prior 'industrial policies' in the 1970s and 1980s did not advance growth because these were based on outmoded large manufacturing models. Zoltan Acs and Catherine Armington use a knowledge spillover theory of entrepreneurship to explain new firm formation rates in regional economies during the 1990s period and beyond. The (...) fastest-growing regions are those that have the highest rates of new firm formation, and which are not dominated by large businesses. The authors of this text also find support for the thesis that knowledge spillovers move across industries and are not confined within a single industry. As a result, they suggest, regional policies to encourage and sustain growth should focus on entrepreneurship among other factors. (shrink)

Two decades of research on euthanasia in the Netherlands have resulted into clear insights in the frequency and characteristics of euthanasia and other medical end-of-life decisions in the Netherlands. These empirical studies have contributed to the quality of the public debate, and to the regulating and public control of euthanasia and physician-assisted suicide. No slippery slope seems to have occurred. Physicians seem to adhere to the criteria for due care in the large majority of cases. Further, it has been shown (...) that the majority of physicians think that the euthanasia Act has improved their legal certainty and contributes to the carefulness of life-terminating acts. In 2005, eighty percent of the euthanasia cases were reported to the review committees. Thus, the transparency envisaged by the Act still does not extend to all cases. Unreported cases almost all involve the use of opioids, and are not considered to be euthanasia by physicians. More education and debate is needed to disentangle in these situations which acts should be regarded as euthanasia and which should not. Medical end-of-life decision-making is a crucial part of end-of-life care. It should therefore be given continuous attention in health care policy and medical training. Systematic periodic research is crucial for enhancing our understanding of end-of-life care in modern medicine, in which the pursuit of a good quality of dying is nowadays widely recognized as an important goal, in addition to the traditional goals such as curing diseases and prolonging life. The network concept is increasingly used for the description of complex systems. Here, we summarize key aspects of the evolvability and robustness of the hierarchical network set of macromolecules, cells, organisms and ecosystems. Listing the costs and benefits of cooperation as a necessary behaviour to build this network hierarchy, we outline the major hypothesis of the paper: the emergence of hierarchical complexity needs cooperation leading to the ageing (i.e. gradual deterioration) of the constituent networks. A stable environment develops cooperation leading (...) to over‐optimization, and forming an ‘always‐old’ network, which accumulates damage, and dies in an apoptosis‐like process. A rapidly changing environment develops competition forming a ‘forever‐young’ network, which may suffer an occasional over‐perturbation exhausting system resources, and causing death in a necrosis‐like process. Giving a number of examples we demonstrate how cooperation evokes the gradual accumulation of damage typical to ageing. Finally, we show how various forms of cooperation and consequent ageing emerge as key elements in all major steps of evolution from the formation of protocells to the establishment of the globalized, modern human society. Recent results confirm that long‐term expression of therapeutic transgenes can be achieved by using a transposon‐based system in primary stem cells and in vivo. Transposable elements are natural DNA transfer vehicles that are capable of efficient genomic insertion. The latest generation, Sleeping Beauty transposon‐based hyperactive vector (SB100X), is able to address the basic problem of non‐viral approaches – that is, low efficiency of stable gene transfer. The combination of transposon‐based non‐viral gene transfer with the latest improvements of non‐viral delivery techniques (...) could provide a long‐term therapeutic effect without compromising biosafety. The new challenges of pre‐clinical research will focus on further refinement of the technology in large animal models and improving the safety profile of SB vectors by target‐selected transgene integration into genomic “safe harbors.” The first clinical application of the SB system will help to validate the safety of this approach. How people learn chunks or associations between adjacent items in sequences was modelled. Two previously successful models of how people learn artificial grammars were contrasted: the CCN, a network version of the competitive chunker of Servan‐Schreiber and Anderson [J. Exp. Psychol.: Learn. Mem. Cogn. 16 (1990) 592], which produces local and compositionally‐structured chunk representations acquired incrementally; and the simple recurrent network (SRN) of Elman [Cogn. Sci. 14 (1990) 179], which acquires distributed representations through error correction. The models' susceptibility to two (...) types of interference was determined: prediction conflicts, in which a given letter can predict two other letters that appear next with an unequal frequency; and retroactive interference, in which the prediction made by a letter changes in the second half of training. The predictions of the models were determined by exploring parameter space and seeing howdensely different regions of the space of possible experimental outcomes were populated by model outcomes. For both types of interference, human data fell squarely in regions characteristic of CCN performance but not characteristic of SRN performance. (shrink)

This article presents and transcribes a newly identified John Locke manuscript – an index Locke made of Anton Deusing’s De motu cordis et sanguinis itemque de lacte ac nutrimento foetus in utero, dissertationes (Groningen, 1655). Deusing (1612–1666) was a polymath and medical eclectic with a scholastic predisposition who wrote numerous medical texts in the 1650s and 1660s. Locke owned and read several of these works, taking notes from them, and indexing at least two of them during his medical research at (...) Oxford in the mid-1660s. The recovery of this manuscript further underlines Locke’s own medical eclecticism at this time, highlighting the contrast between his views in this part of his career and the empiricism he later came to evince. Graham Oppy had criticized my argument for God from consciousness (AC) in my recent book ’Consciousness and the Existence of God’ (N.Y.: Routledge, 2008). In this article I offer a rejoinder to Oppy. Specifically, I respond to his criticisms of my presentation of three forms of AC, and interact with his claims about theism, consciousness and emergent chemical properties.

Graham Oppy has launched the most effective criticism to date of an argument for God’s existence from the existence of irreducible mental states or theirregular correlation with physical states (AC). I seek to undercut Oppy’s central defeaters of AC. In particular, I argue, first, that Oppy has not provided successful defeaters against the use of a distinctive form of explanation—personal explanation—employed in premise (3) of AC; second, I expose a confusion on Oppy’s part with respect to AC’s premise (5), and (...) show that this confusion results in a failure to grasp adequately the dialectical force of (5). As a result, Oppy fails to offer adequate rejoinders to (5), or so I shall argue. (shrink)

IntroductionMentalizing is a key aspect of social cognition. Several researchers assume that mentalization has two systems, an explicit one and an implicit one. In schizophrenia, several studies have confirmed the deficit of explicit mentalizing, but little data are available on non-explicit mentalizing. However, increasing research activity can be detected recently in implicit mentalizing. The aim of this systematic review and meta-analysis is to summarize the existing results of implicit mentalizing in schizophreniaMethodsA systematic search was performed in four major databases: MEDLINE, (...) EMBASE, Cochrane Central Register of Controlled Trials, Web of Science. Eleven publications were selected. Five studies were found to be eligible for quantitative synthesis, and 9 studies were included in qualitative synthesis.ResultsThe meta-analysis revealed significantly lower accuracy, slower reaction time during implicit mentalizing in patients with schizophrenia. The systematic review found different brain activation pattern, further alterations in visual scanning, cue fixation, face looking time, and difficulties in perspective taking.DiscussionOverall, in addition to the deficit of explicit mentalization, implicit mentalization performance is also affected in schizophrenia, if not to the same extent. It seems likely that some elements of implicit mentalization might be relatively unaffected, but the effectiveness is limited by certain neurocognitive deficits. Consider the following well-known result from the theory of normed linear spaces ([2], p. 80, 4(b)): (g) the unit ball of the (continuous) dual of a normed linear space over the reals has an extreme point. The standard proof of (~) uses the axiom of choice (AG); thus the implication AC~(w) can be proved in set theory. In this paper we show that this implication can be reversed, so that (*) is actually eq7I2valent to the axiom of choice. From this (...) we derive various corollaries, for example: the conjunction of the Boolean prime ideal theorem and the Krein-Milman theorem implies the axiom of choice, and the Krein-Milman theorem is not derivable from the Boolean prime ideal theorem. In recent years, Robert Adams and Richard Swinburne have developed an argument for God’s existence from the reality of mental phenomena. Call this the argument from consciousness (AC). My purpose is to develop and defend AC and to use it as a rival paradigm to critique John Searle’s biological naturalism. The article is developed in three steps. First, two issues relevant to the epistemic task of adjudicating between rival scientific paradigms (basicality and naturalness) are clarified and illustrated. Second, I present (...) a general version of AC and identify the premises most likely to come under attack by philosophical naturalists. Third, I use the insights gained in steps one and two to criticize Searle’s claim that he has developed an adequate naturalistic theory of the emergence of mental entities. I conclude that AC is superior to Searle’s biological naturalism. (shrink)

Studies on transposable elements of the Ac family have led to different models for excision gap repair in either plants or Drosophila. Excision products generated by the plant transposable elements Ac and Tam3 imply a more or less straightforward ligation of broken ends; excision products of the Drosophila P element indicate the involvement of ‘double‐strand break’ (DSB) repair. Recent findings that excision products of Ac and Tam3 can also contain traces of the element ends indicate, however, that DSB repair might (...) be an alternative repair mechanism in plants. A functional DSB repair mechanism in plants can also be deduced from the observed rapid increases of Ac copy number during plant development and from the involvement of Ac in the generation of internal Ac deletions. On the other hand, alternative repair mechanisms may also be functional in Drosophila, because some of the ‘footprints’ generated upon P excision can be explained by a mechanism that has been postulated for excision gap repair in plants. It is concluded that plants and Drosophila can use similar repair mechanisms, but that the predominance of a certain repair mechanism is determined by the host. (shrink)

Claxton and Culyer accuse me of making “personally abusive charges”. In my original editorial, I criticised an institution, NICE, in robust terms, but in doing so I was continuing a long and respected tradition in English philosophy. Consider the following extract from Jeremy Bentham:" In English law, fiction is a syphilis, which runs in every vein, and carries into every part of the system the principle of rottenness...Fiction of use to justice? Exactly as swindling is to trade...It affords presumptive and conclusive evidence of moral turpitude in those by whom it was invented and first employed.3"My remarks were not an ad hominem criticism of anyone but directed at the published, but anonymous statements of an institution—a body corporate. In robustly criticising NICE, I no more attacked any individual associated with NICE than I attacked Tony Blair or the various ministers of state who are ultimately responsible for NICE. And, contra Claxton and Culyer’s claims, I have not denigrated the views of people who beg to differ from me.i If the apologists for NICE, whether they are Tony Culyer or Tony Blair, choose to identify themselves with criticism of NICE, that is entirely a matter for them. We present a meta-analytic review on the processing of negations in conditional reasoning about affirmation problems (Modus Ponens: "MP", Affirmation of the Consequent "AC") and denial problems (Denial of the Antecedent "DA", and Modus Tollens "MT"). Findings correct previous generalisations about the phenomena. First, the effects of negation in the part of the conditional about which an inference is made, are not constrained to denial problems. These inferential-negation effects are also observed on AC. Second, there generally are reliable effects of (...) a negation in the clause referred to by the categorical premise, and these referred-negation effects are constrained to the logically fallacious AC and DA inferences. All findings are presented and discussed in relation to contemporary mental model (MM) and mental logic (ML) theories. It is argued that a double-negation elimination hypothesis provides a sufficient explanation of inferential-negation effects within both MM theory and ML theory, if the latter is extended by a validating search for counter examples. Both MM and ML theories adhere to a processing scheme that allows them to incorporate an account of referred-negation effects based on the thesis that counter-example frequency is modulated by the scope of a contrast class delineated by a false affirmative. We conclude that MM and ML theories provide adequate processing schemes to accommodate for the explanatory hypotheses, at least in principle. In practice, both approaches remain equivocal as regards the connectivity and interactivity with long-term memory knowledge invoked in generating, manipulating, and testing the mental representations of negative state of affairs. The spatial dynamics of the optical emission from an array of 50 times 50 individual microcavity plasma devices is investigated. The array is operated in argon and argon-neon mixtures close to atmospheric pressure with an ac voltage. The optical emission is analysed with phase and space resolution. It has been found that the emission is not continuous over the entire ac period, but occurs once per half period. Each of the observed emission phases shows a self-pulsing of the discharge, with (...) several bursts of emission of fixed width and repetition rate. The number of emission bursts depends on applied voltage and frequency. Spatially resolved measurements prove that the emission bursts are formed by overlapping emission pulses from single discharge cavities. Intensity differences between positive and negative half-wave can be interpreted through spatially resolved measurements of single discharge cavities. (shrink)

Background:Stress can frequently occur in the driving context. Its cognitive effects can be deleterious and lead to uncomfortable or risky situations. While stress detection in this context is well developed, regulation using dedicated advanced driver-assistance systems (ADAS) is still emergent.Objectives:This systematic review focuses on stress regulation strategies that can be qualified as “subtle” or “mindless”: the technology employed to perform regulation does not interfere with an ongoing task. The review goal is 2-fold: establishing the state of the art on such (...) technological implementation in the driving context and identifying complementary technologies relying on subtle regulation that could be applied in driving.Methods:A systematic review was conducted using search operators previously identified through a concept analysis. The patents and scientific studies selected provide an overview of actual and potential mindless technology implementations. These are then analyzed from a scientific perspective. A classification of results was performed according to the different stages of emotion regulation proposed by the Gross model.Results:A total of 47 publications were retrieved, including 21 patents and 26 studies. Six of the studies investigated mindless stress regulation in the driving context. Patents implemented strategies mostly linked to attentional deployment, while studies tended to investigate response modulation strategies.Conclusions:This review allowed us to identify several ADAS relying on mindless computing technologies to reduce stress and better understand the underlying mechanisms allowing stress reduction. Further studies are necessary to better grasp the effect of mindless technologies on driving safety. However, we have established the feasibility of their implementation as ADAS and proposed directions for future research in this field. (shrink)
